Create a sim?

When checking out the loft stuff I came across this. Is this just a grab for money or for those too lazy to create sims in game? or does it have extra features?

Amazon and play.com are selling it for under £5 sterling

But from play.com review it isn't an add-on to the sims3 and doens't require it to run. But it sounds like it's either the full game, just tons cheaper, or basically just CAS. It's still kinda ambiguous.

It's set for release March 26th this year, but there's nothing on the official site about it. And I can't seem to find any proper info about it anywhere. But according to play and amazon it is a pc/mac game.
